Why apply for funding now?
Modernisation can reduce electricity use and maintenance. The benefit depends on the existing equipment, operating hours and planned lighting levels. Consider funding early, alongside a realistic financial assessment.
Current funding programmes
The Municipal Guideline of Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) supports outdoor and street-lighting upgrades. Zukunft – Umwelt – Gesellschaft (ZUG) gGmbH administers the programme.
Distinguish grants from financing
| Programme | Funding body | Funding | Scope | Source |
|---|---|---|---|---|
| Kommunalrichtlinie | BMUKN / ZUG | 25% | Share of eligible expenditure. | NKI |
| Municipal Guideline: higher rate | BMUKN / ZUG | 40% | For financially weak municipalities and eligible applicants in lignite mining regions. | NKI |
| IKK 208 | KfW | Loan | Municipal investment financing; not an additional grant. | KfW |
| IKU 148 | KfW | Loan | Financing for municipal and social enterprises; check project-specific terms. | KfW |

Adaptive control does not automatically increase the grant rate. Do not simply add other grants: check combination rules, own contributions and state-aid limits for the specific project.
Requirements and evidence
For streets, the programme requires zone-based and time- or presence-dependent control, with exceptions for certain applications. Switching to LED or using a particular product interface alone does not establish eligibility.
The technical annex requires, among other things, replaceable modules and control gear, suitable light distribution and a maximum of 3,000 kelvin for street lighting. Incorporate all applicable requirements into the design.
How an application works
Survey the existing installation
Record luminaires, power, operating hours and energy use. Calculate the planned savings and investment.
Check eligibility
Check applicant, measures and expenditure against the programme. Discuss uncertain cases with ZUG in advance.
Apply online
Prepare the calculations in KRL-Online and submit the application through easy-Online.
Approval and implementation
After approval, implement within the specified deadlines and document the required evidence.
Costs and payback
Illustration, not a project forecast: a €600,000 investment that is fully eligible and a 25% grant leave an own contribution of €450,000. Assumed annual energy and maintenance savings of €120,000 give a simple payback of 3.75 years. Financing costs, price changes and replacement investments are excluded.

Common mistakes to avoid
Common risks include ordering too early, assuming an unverified grant rate, missing baseline data and designing without suitable controls. An interface such as Zhaga Book 18 describes technical compatibility; it is not a funding certificate.
Conclusion
First establish the existing conditions and planned measures, then assess funding and financial viability. Whether to retrofit or replace a luminaire depends on the project. ENVIOTECH can help assess the technical options.

Frequently asked questions
Does adaptive lighting automatically receive more funding?
No. The higher rate depends on applicant eligibility, not solely on the type of control.
Are retrofit solutions automatically eligible?
No. Retrofitting controls and replacing a light source are different measures. Check the specific measure and all technical conditions.
Can funding be combined?
Only within the rules of the respective programmes. There is no universal combined grant rate.
